MISSION
The Provincial Youth Development Affairs Office ensures the protection and participation of the youth in the formulation of policies and implementation of programs and projects that concerns them with the support of the local and national government agencies, as well as youth and youth-serving organizations.
FUNCTION
Assist the Governor in handling youth related problems, issues, and needs. Provide technical assistance to Sangguniang Kabataan and other youth organizations in Laguna. Provide programs and projects for youth development.
FUNCTIONAL STATEMENT
Armed with the mandate to assist the governor in handling youth related problems, issues, and needs as well as provide assistance to Sangguniang Kabataan of Laguna, The Youth Development Affairs is committed to study, review, recommend and carry out appropriate actions to youth concerns referred by the Governor; to arouse, organize and mobilize the youth in socially relevant projects and activities; to coordinate, cooperate, collaborate, and synchronize with the Sangguniang Kabataan and other youth serving government, non-government and people's organizations; and exerts utmost effort to build the social, political, and intellectual capability of the youth towards people's empowerment.

“Youth in Nation-Building Act” (RA 8044) which was enacted in 1995 established the National Youth Commission and the National Comprehensive and Coordinated Program on Youth Development.
